I tried multiple trial and error methods with my system, Vivaldi and Nvidia software itself, disabled services, added priority to both Nvidia and Vivaldi in task manager.etc etc etc. I also tried this on older Vivaldi versions, I tried it with other browsers on the same PC and the issue wasn't there, it's only with vivaldi as if Nvidia doesn't recognize Vivaldi fullscreen or has an issue with it. Just so you know, I tried troubleshooting by myself, removing the Geforce Experience and adding it again, restarting the PC, going to Vivaldi settings and doing trial and error with any setting related to video, fullscreen, miniplayer. This is an instance where the image didn't even enter the fullscreen, please note that most of the time it enters the fullscreen but as soon as controls are hidden, it also stops on one frame for the entirety of the recording. I also noticed that it doesn't stop on one frame, because the mouse moves. I tried this with Google Chrome, Edge, Firefox, Torch Browser, none of them had the issue with the fullscreen. And save the video recording either by Nvidia ShadowPlay, or by Nvidia Record, it stops on one frame as soon as I enter the fullscreen mode, It works on the browser without any problem if there's no fullscreen mode. I had a problem since I started using Vivaldi, which is: When entering fullscreen in any video by any site, YouTube, my local streaming service, live videos.
